Delhi: 20-Year Roadmap For Capital City’s Development Set As The Masterplan-2041 Gets Approval From Delhi LG

The Delhi Lieutenant-Governor, V K Saxena on Tuesday (28 February) approved the Master Plan for Delhi-2041 (MPD 2041).

The LG, who is also the chairperson of the Delhi Development Authority (DDA), said the thrust of the plan is on inclusive development, environmental sustainability, green economy, transit-oriented development (TOD) hubs, land pooling and housing for all.

The Authority in its meeting, also took a decision for relaxation in guidelines pertaining to woman beneficiaries for in-situ rehabilitation under the ‘Jahan Jhuggi Wahan Makan‘ programme, the DDA said in a statement.

The MPD-2041 proposes to promote the city’s night-time economy, heritage, industrial activity and rejuvenate the Yamuna River through a Comprehensive River Development Plan.

The vision document also includes “the development of affordable rental housing complexes with service apartments, condominiums, hostels etc.” the agency said in its statement.

The plan also proposes the preparation of a comprehensive mobility plan (CMP) to integrate land use and transportation and strategic mobility corridors for intra-city and inter-city movement, while promoting the use of e-vehicles and e-charging infrastructure.

After this approval, the document will now be forwarded to the Ministry of Housing and Urban Affairs (MoHUA) for final approval and notification.

The draft of the MPD-2041 was made available in 2021 on public domain as the DDA invited public suggestions, objections and inputs for the same.

The agency launched a portal namely, ‘Public Engagement Portal for MPD-2041’ to share information about the consultation process and held online public meetings with specific groups of people in the city.

The DDA, in October 2021 had said that it had received nearly 33,000 objections, suggestions in the stipulated time period of 75 days.

The masterplan for Delhi, prepared by the DDA, is a statutory document that facilitates the capital’s development by assessing the present condition and guiding how to achieve the desired development.

The vision document largely covers the policies of environment, economy, mobility, heritage, culture and public spaces.

The first MPD was enforced in 1962 under the Delhi Development Act, 1957. These plans are prepared for 20 years’ perspective periods and provide a holistic framework for planned development of the city.

So far, the DDA has prepared three master plans for the city — MPD 1962, MPD 2001 and MPD 2021, and with the approval, the MPD 2041 will be the fourth masterplan for the next 20 years of the city’s development.
