NCRTC has offered land for development of Amusement Parks, Retail-Dining-Entertainment plazas and Sports and Cultural complex, in and around RRTS Depot in Duhai.
This aims at commercial usage of land around the RRTS station, under Transit Oriented Development (TOD) policy.
Exploring the possibilities of developing entertainment zones, NCRTC has invited Expression of Interest (EoI) from developers to finalise the potential development format suitable for everyone.
NCRTC, with the implementation of the new TOD policies of Uttar Pradesh, has started making development plans for the areas surrounding the RRTS stations along the Delhi-Ghaziabad-Meerut corridor.
Taking a step further in this direction, NCRTC has invited partners to develop the land surrounding Regional Rapid Transit System (RRTS) Depot at Duhai, Ghaziabad.
NCRTC intends to develop 77-acre of the non-operational, greenfield area of the Duhai Depot to accommodate a variety of uses and recreational zones.
Reputed domestic and international firms, groups or agencies that possess the credentials for development of large land parcels, preferably recreation zones are invited to discuss the development potential of the land and participate in the then finalised development plan for the land.
The RRTS Depot in Duhai is located in close proximity to Ghaziabad city, which is a prominent suburban city of Delhi within the National Capital Region (NCR).
Other well-known residential locales in the vicinity of the RRTS Depot are the Raj Nagar Extension and Madhuban Bapudham.
Situated approximately halfway between Delhi and Meerut along the Delhi-Ghaziabad-Meerut RRTS Corridor, the land around the RRTS Depot is planned to be developed based on the principles of Transit Oriented
Development.
This includes providing a variety of services including residential, commercial, institutional, recreational and entertainment to both the immediate and the extended catchment of the corridor.

This would, both provide for the demand already existing for such destinations in the NCR, while also helping in contributing to the ridership of the RRTS network.
The TOD Policy, 2022 of the government of Uttar Pradesh provides for mixed use development with additional purchasable FAR, integrated with the transit networks such as the RRTS.
The draft Masterplan (2031) prepared by the Ghaziabad Development Authority (GDA) has identified areas including and around the Duhai Depot RRTS Station as TOD Zones (Influence Zones and Special Development Areas), where the policy shall be applicable.
An Influence Zone of 1.5-kilometre radius around the Duhai Depot RRTS station is presently being delineated and incorporated in the draft Master Plan (2031) of the GDA.
The entirety of the RRTS land at Duhai Depot shall fall within this TOD Zone, within which the provisions of the Uttar Pradesh TOD Policy such as mixed land use and FAR of upto 5 shall be applicable.
The Influence Zone of the Duhai Depot is also contiguously integrated with
other TOD Zones which include, Influence Zone of the Duhai RRTS station and Guldhar RRTS station, and Duhai Special Development Area (SDA) and Guldhar Special Development Area.
The SDAs are greenfield areas of 400 and 250 hectares respectively, identified under the TOD Policy, and these areas shall serve as extended TOD Zones and be integrated to the RRTS network through appropriate feeder services.
A provision in the UP-TOD Policy, enables Transit Agencies such as NCRTC to undertake the preparation of the Zonal Plans of these areas which would be approved by the development authorities and the state government.
Accordingly, NCRTC shall soon initiate the process for appointment of consultants for the preparation of the Zonal Plans.
Through these Zonal Development Plans, it is expected that the site shall be planned and developed for further enhancing the resident and visitor population around the proposed area.
In addition to providing the guiding framework and strategy for the nature of urban development within these Zones, the Zonal Plans shall also stipulate proposals for infrastructure augmentation and development norms for TOD.
Presently, the area is serviced through the Delhi-Meerut Highway (erstwhile NH 58). It is also accessible through the Eastern Peripheral Expressway (EPE) through the interchange at Duhai.
The Delhi-Meerut Expressway, which provides the fastest mode of connectivity to Delhi, can be accessed by a 10-minute drive from the proposed site via the Eastern Peripheral Expressway.
In addition to this, a dedicated RRTS station, Duhai Depot will also cater to the public transport requirements of not only the site, but also the neighbourhoods in the vicinity.
